UPDATE: House defies odds, passes PIB, 9 other bills

The Petroleum Industry Bill, PIB, was passed by the House of Representatives in its final session, after over three weeks of scrutiny following the consideration of the various clauses and harmonious agreement from the house members.

Deputy Speaker of the House, Emeka Ihedioha, who presided over the passage described the bill as important to the Nation’s Petroleum industry, hence the delay as the House had to review it thoroughly.

Deputy Speaker of the House, Emeka Ihedioha, who presided over the passage described the bill as important to the Nation’s Petroleum industry, hence the delay as the House had to review it thoroughly.

After its passage, it was transmitted ‎to the Senate for its own action.

However, at the time the PIB was passed, the Senate of the 7th Assembly had already held its valedictory session.

Earlier, President of the Senate, David Mark, at the close of the 7th Senate expressed sadness that the PIB was one of its failed targets. This was prior to the passage of the bill, by the House.

The incoming Senate would likely not take action on the bill anytime soon, due to the leadership and power tussles trailing the incoming Assembly and will linger for a while even after the Principle Officers are elected.

This is because the next challenge will surround the allocation of committee chairmen and members.

The 368 page document that comprises of 312 sections and 438 clauses ‎brought about so much deliberations and amendments that delayed the passing of the bill by the House.

The consideration of report of the PIB, resumed after the ad hoc committee on the Petroleum Industry Bill, Chaired by the Majority Whip of the House Ishaka Bawa resolved issues that brought about major controversies.

It will be recalled that issues such as ‎revenue sharing formula as contained in clause 209 and reduction of levy on oil companies as contained in clause 116 to 119 generated some much controversy in the House and amongst its members.

In what appeared to be ‎a hurried consideration of the PIB, Ihedioha, said, “my dear colleagues I want to congratulate you so far for a job well done.”

He further said that the action taken by the House on the PIB issue was because they are “one Nigeria.”

According to him, the bulk of the work is now left for the Senate to take action on just as he added that the bill is not a political but very vital to the economy of the country.

Meanwhile, ‎the outgoing leader of the House, Mulikat Akande Adeola moved that some of the House Rules be suspended to enable them read and pass outstanding bills.

BOKO HARAM COULD BE RESPONSIBLE FOR ONITSHA PETROL TANKER DISASTER

on a Sunday afternoon disaster involving a tanker carrying petroleum product which ran into a motor park in Onitsha after brake failure, resulting in the death of close to 80 persons. It was at about 3pm when the news of a tanker carrying fuel rammed into Asaba bound vehicles loading at the ever-busy Upper Iweka Motor park, causing a loud explosion that instantly engulfed about 10 buses, roasting several tens of humans to death. The tanker which was transiting through Onitsha to an unknown destination and headed for Asaba was at first mistaken to be driven by a suicide bomber.

This was alleged because of the way he drove into the ever busy park, but it has long been found to be caused by brake failure, even though it was still difficult to fathom why the driver did not think it wise to run into the other side of the road which is vacant rather than the busy motor park. Reports had put the number of death at 65, but the Vice Chairman of the Nigerian Red Cross in Anambra State, Dr Peter Katchy in a later press interview, two days after the incidents stated that the death toll had risen to 85. This was following the inability of some of those who were badly injured in the accident to survive.

Katchy said that scores of others, who were involved in the accident are still in the hospital receiving treatment, just as the governor o f the state, Chief Willy Obiano who promptly rushed to the scene of the accident and was moved to tears by the sight of the people who were burnt in the accident and also visited Toronto Hospital to see those who were being treated of varying degrees of burn ordered speedy and special attention to the victims, promising that the state government will pick the bills. The accident and its devastating effect has already come and gone, and the victims and their relatives have continued to nurse their pain, but a way should be sought to put a stop to the menace of tanker explosions and other heavy vehicles like trailers conveying containers, which always cause carnage on the roads.

While on a visit to the scene, Chief Mrs Uche Ekwunife, the senator elect for Anambra Central, condoled with the victims and their relatives. The Senator elect whose zone falls within part of the scenes of the incident promised to effect proper legislation that would put an end to unnecessary loss of lives and property on the highways by lorry and heavy duty vehicles.

“It is unfortunate that we continue to lose our loved ones in such careless and difficult situations. I want to express my deepest condolence to the families that lost their loved ones in the ugly incident and pray for the repose of souls of the deceased. I promise to make legislation alongside my fellow senators that would put an end to such horrible incident son Nigerian roads.”

Though she did not state what form the legislation will take, many have said that restriction of the movement of heavy vehicles at day will help to curb the continued loss of lives as a result of movement of heavy vehicles. A sympathizer, Mr Damian Ogudo who spoke at the scene of the accident that in civilized climes, movement of such sensitive things are petroleum products are done at night, just as trains are used to convey wares, without necessarily using rickety trucks at day.

In this area, the newly inaugurated administration of President Muhammadu Buhari must do well to strengthen the transport sector, especially in the light rail project commenced by his predecessor. Buhari must also ensure that a the federal Road Safety Corps is more strengthened to do its job and to ensure that vehicles that ply main roads in the country must be put in perfect condition as it is believed that if the owners of the tanker were savvy enough to check it before embarking on the journey, it would have detected a problem in the brake system.

Meanwhile, the Buhari administration must also be commended for promptly responding by dispatching the Vice President, Prof Yemi Osibanjo to Onitsha to see for himself the level of destruction. As at the time of filling this report, the vice president was being received by Anambra State governor, Chief Willie Obiano.

Popular Ex- governor Surrenders To EFCC

Former Borno State Governor, Ali Modu Sheriff, yesterday voluntarily surrendered to the Economic and Financial Crimes Commission, EFCC.

He is being interrogated for allegedly laundering over N300 billion during his tenure.

Vanguard reports that the former governor headed to the commission’s head office at about 6pm for the interrogation.

Apart from the N300 billion he allegedly took from the coffers of the state, an EFCC source hinted that Sheriff would also be questioned over N13 billion supposedly withdrawn from the local government joint account.

Sheriff is said to have clarified that the money in question was spent on some infrastructural projects in preparation for the inauguration of his successor in 2011.

In contrast, EFCC said the projects were neither executed nor the money accounted for “I can confirm to you that the former governor of Borno State is with us and we cannot say for how long our operatives will keep him. We really want to know the truth from him before deciding on whether there is enough evidence to charge him to court or not,” the official said.

The anti-graft commission planed to declare Sheriff wanted last week after several invitations extended to him were ignored.

However, Sheriff, like former Adamawa governor, Murtala Nyako who also surrendered on Monday for laundering N15billion, handed himself over

Meanwhile, mixed reactions have trailed the arrest of the two former governors. Some political analysts see the move as an attempt to witch-hunt the former governors while others see as necessary for public office holders to be held accountable for their deeds while in office.

Speaking with Zeepy iNspired blog John Osagie, an analyst said EFFC under the last administration appeared to be a toothless bulldog.

However, he feels there is a need for the agency to wake up to its responsibility in the new dispensation for politicians to be held accountable to their deeds ” Most politicians and public office holders in Nigeria feel they are above the law. I think this will serve as deterrent to politicians and other public office holders. Corruption, lawlessness and impunity are so prevalent among our leaders that they don’t seem to do the right thing. Governors or others in authority ought to be role models but the crop of leaders will have now are so self-centered they enrich themselves to the detriment of the tax payers ,’’ he lamented.

BREAKING News: Ex-militants blocks East-West road in Bayelsa over unpaid allowances

Niger Delta ex-militants have once again blocked the Mbiama axis of East-West road over nonpayment of allowances and fears of scrapping the Amnesty program.

They blocked the access road and are preventing free flow of traffic in protest against the non-payment of their Amnesty allowances for months.

The militants’ fear is borne from the fact that their future doesn’t feel secured under the newly inaugurated President Muhammadu Buhari Government.

This is not the first time that the militants would be carrying out such actions over unpaid allowances.

Early in May, a group of Niger Delta ex-militants, who are beneficiaries of the Amnesty Programme at the Bradama Training Centre, protested unpaid allowances and non-issuance of certificates at the completion of their training.

President Buhari Renew His Pledge To Crush Boko Haram

President Muhammadu Buhari, yesterday, in Niger Republic renewed his vow to crush the Boko Haram Islamic sect, saying “five years of the presence of this evil sect is enough.”

Speaking at a news conference in Niger during his first visit outside the country since inauguration, Buhari expressed confidence in the ability of the Nigerian military to overcome and eradicate Boko Haram.

At the news conference with Niger’s President Mahamadou Issoufou, he also said that Nigeria will soon take over from Nigerien soldiers who occupy towns liberated from the Islamist militant group. He noted that the Nigerian Army which has earned a good reputation worldwide remains a virile fighting force.

His words: “I renew my commitment to track Boko Haram into a corner, to destroy it. Five years of the presence of this evil sect is enough. On the issue of the Niger military positioned in cities of Nigeria, I think in the next four weeks we will be able to replace them with Nigerian forces so they can return to their country”.

Buhari said the other nations would provide weapons and help restore infrastructure destroyed by the insurgents. He also thanked Niger for hosting as many as 150,000 refugees who fled insecurity in Nigeria to Niger.

A statement signed by Garba Shehu, Senior Special Assistant to the President on Media and Publicity quoted the President as saying that because of the peculiarity of insurgency, Nigeria will require the assistance of its neighbours.

“I am four days in office today and we have already started the process of ending the insurgency,” the President said.

He disclosed that in the course of the over five hours meeting he held with heads of Nigeria’s Armed Forces and security agencies on Tuesday, on-going operations against Boko Haram were reviewed for better results.

President Buhari said that because of the peculiarities of terrorism, the movement of terrorists across borders and the unconventional nature of the war against terror, Nigeria will continue to seek the support of neighbouring countries in its bid to overcome Boko Haram.

The President said that his visit to Niger was to seek more support from the country in bringing a quick end to the atrocities of Boko Haram.

President Buhari said he would hold similar meetings on security and the war against terrorism with the Chadian authorities after leaving Niamey today.

The President said Nigeria would also require the assistance of other nations and multi-lateral institutions to rebuild areas that have been adversely affected by the Boko Haram insurgency and rehabilitate displaced persons.

Niger President commends Buhari

In his remarks, the President of Niger commended President Buhari for making Niger the first country he will visit after his inauguration.

“Your decision to move the military command of Nigeria to the North-East has further strengthened our conviction that the war against terrorism will soon come to an end,” he told President Buhari, while assuring him that Niger will continue to support Nigeria in the fight against Boko Haram.

“Niger is ready to help flush out Boko Haram and protect its borders, its people and their property,” Issoufou said, adding that a new multinational force of 8,700 troops from Nigeria, Niger, Chad, Cameroon and Benin to combat the insurgency in the Lake Chad region will become operational in the coming weeks.

At the opening of bilateral talks between Nigeria and Niger earlier, President Buhari praised his host’s contributions to the on-going multi-national effort against terrorism, insurgency and cross-border crimes.

“Permit me also to acknowledge the consistency with which the government and people of Niger Republic have stood beside Nigeria under all circumstances. I would like to convey the appreciation of Nigeria for the sacrifices by Niger in the on-going efforts to counter the menace of the Boko Haram insurgency.

“Niger Republic has over the years, proven to be a reliable ally to Nigeria both at bilateral and multilateral levels. It is our hope and aspiration that this special relationship would be further consolidated during my administration.

“My administration will bring new impetus and a renewed commitment to the efforts to wipe out the menace of the Boko Haram insurgents. As a first step, we have directed the relocation of the command post of the counter-insurgency operations to Maiduguri until such a time that the insurgency is completely defeated.

“Another issue of concern to us which is closely associated with the insurgency in the region is the influx of refugees and other displaced persons. We are aware that currently, there are over 150, 000 displaced persons comprising refugees and returnees taking refuge in various parts of Niger.

“Our administration will work closely with governments of the affected states to continue to provide humanitarian assistance to the displaced persons and their host communities.

“The ultimate objective, however, remains to end the insurgency and facilitate their return to their homes,” President Buhari said.

Minimah, Badeh, Amosu relocate to Maiduguri tomorrow

Meanwhile, in compliance with the directive by President Buhari that the Command and Control headquarters of the Nigerian Armed Forces should relocate to Maiduguri, the epicentre of the Boko Haram terrorist group, Vanguard can report authoritatively that the Chief of Army Staff, Lt. General Kenneth Minimah is to lead principal staff officers and some directors to Maiduguri tomorrow.

The Chief of Air Staff, Air Marshal Adesola Nunayon Amosu will also relocate to Maiduguri with a contingent of his principal staff officers and some directors at NAF headquarters.

Vanguard gathered that both the Army and the Air Force, which are directly prosecuting the war on terrorism from the air and land, are critical to the plan of the Buhari administration to rout Boko Haram out of the North East, while the Chief of Defence Staff, Air Chief Marshal Alex Badeh and the Chief of Naval Staff, Vice Admiral Usman Jibrin will move to Maiduguri next week.

Already, Vanguard was told that temporary office and accommodations are being erected for the service chiefs and PSOs relocating to Maiduguri.

In the first instance, it was learnt that the Chiefs of Operations, Chiefs of Logistics, Provost Marshals’ and Directors of Intelligence and Information departments of the Army, Air Force and Defence Headquarters will move to Maiduguri for effective coordination of the onslaught against Boko Haram.

Aside the movement of the Command and Control top brass of the armed forces, Vanguard gathered that the Army High Command has directed the deployments of more troops from the 81 and 82 divisions of the Nigerian Army while more aircraft from the Special Operations Group, Logistics Command and the Mobility Command are to be deployed to swell those from the Tactical Air Command for the operation.

Asked if the issue of funding which was cited as one of the major problems for delay in wiping out the Boko Haram terrorism menace has been tackled, the military source said:

“The President has taken care of that issue. He said nothing will stand in his way to clear out the embarrassment that is Boko Haram. That is why the movement is immediate.”

On what becomes of the 7th Division of the Nigerian Army whose headquarters is located in Maiduguri, the source said, there will be no problem or clash, noting that a separate location and office is being created for Army headquarters.

“Due to the urgency of the relocation, the office of the Chief of Army Staff and his personal aides will be in place, the principal staff officers will be accompanied with maybe one or two critical directors and of course, there will be various support staff in place drawn from the services headquarters”, the source added.

It will be recalled that President Buhari had a four-hour meeting with all the service chiefs during which he was briefed about the security situation regarding Boko Haram terrorism and what it will take to carry out his directive to move the Command and Control headquarters to Maiduguri, Borno State.

Asked how long the Command and Control Centre will be in Maiduguri, the source said, “as long as the Commander-in-Chief wants, but since the relocation is not for a jamboree, the objective will be to get the job done as soon as possible which is military fashion.

“But that does not mean other security challenges confronting the country will be given less attention. The economic livewire of the country, the maritime domain will continue to receive adequate attention as well as other contemporary challenges in several parts of the country.

“That is why we have GOC’s, AOC’s and FOC’s in various divisions and equivalent.”
